BLACK AND WHITE BUDGET: No. (TRANSVAAL SPECIAL) Lieutenant-General the Right Hon. T.ord Methuen, K.C .V .O .,C.B., C.M .G .,is leading the Orange River column to the relief of Kimberleyi and lias won a battle at Belmont. He is fifty-five years of age, and is an old campaigner in India and Africa, especially in South Africa, where he commanded Methuen’s Horse and the field force in Bechuanaland, 1S84-S, and was Deputy-Adjutant-General in 1888. For five years he commanded the Home District. He will know what wants doing— and he will do it.
