3 c n-a$ to&uucr ~\Death of former colonial servant A Keighley man who had a successful industrial career after being Minister of Finance in Uganda when it was under British rule died on Saturday. Mr. Wilfred Padley (58) who was a consultant to Thorn Electrical Industries and a former director of Metal Industries died in hospital at High Wycombe, Buckinghamshire. He attended Keighley Grammar School and the Royal College of Science where he graduated with a BSc. degree with honours in physics. After postgraduate studies at Leeds University, lie joined the Royal Navy in 1932. In 1940 awhile member of the cypher staff in Malta he was seconded to the Colonial Office for work on supplies and a year later became officer for the coordination of supplies. In the following year he was appointed the Governor of Malta's personal representative in the Middle East in connection with supply work. COLONIAL SERVICE After the 1939-45 war Mr. Padley joined the Colonial Administrative Service and was appointed an assistant secretary in Kenya. He subsequently became assistant financial secretary in 1948 and secretary to the Treasury in 1951. He was transferred to Uganda in 1953 and became first financial secretary and later Minister of Finance. Returning to England in 195G, Mr. Padley was invited to join Metal Industries becoming an executive director and chairman of three subsidiary companies. When Thorn Electrical Industries overtook Metal Industries last year he was appointed a Thorn consultant. Mr. Badley was awarded the OBE for his work with supplies in Malta during the war and the CMG in 195G the year he left the colonial service. Despite his travels Mr. Padley still retained an interest in his hometown and was guest speaker at Keighley Grammar Schools spccch day in 1962 and two years ago was chief guest at the annual dinner of Old Kcigh- lians Association. He lived with his family at Chcsham Bois Buckinghamshire.
