HIS MAJESTY has been graciously pleased to approve the issue of the “King's Regulations and Air Council Instructions for the Royal Air Force” contained in this Volume and to command that they be strictly observed on all occasions. Air or other officers commanding and commanding officers will beheld responsible that these regulations are observed by officers and airmen under their command and that any local instructions or orders that maybe issued are not inconsistent with the regulations here laid down. No departure whatever from the terms of any regulations affecting pay retired pay gratuities pensions allowances or issues in kind will be allowed without the authority of the Air Council. Subject to the rule laid down in the preceding paragraph cases for which these regulations do not provide precisely or sufficiently will be dealt within conformity with their spirit and intention. Should questions arise as to the correct interpretation of the regulations and instructions the final decision will rest with the Air Council. By command of the Air Council AIR MINISTRY October 1943.
