Personnel and Training Command

Dates: 1994 - 2007

RAF Personnel and Training Command (PTC) was created on 1 April 1994 as a consequence of the RAF’s restructuring programme. All RAF policy and implementation staffs involved in the full span of personnel functions were based at the Command’s Headquarters at RAF Innsworth in Gloucester.

The Command was led by the Air Member for Personnel, who was double-hatted as Commander-in-Chief Personnel and Training Command, and Owner of the Training Group Defence Agency and the Personnel Management Agency.

The command provided Lead Command (policy formulation) and Common Services for RAF-wide services such as medical, Service Funds and Community Support and functions for the RAF in support and training activities. The main functions were:

* Personnel and Career Management
* Flying and Ground Training
* Recruiting and Selection
* Manning and Manpower Planning
* University Air Squadrons and Air Cadets
* Personnel Management of RAF Reserves
* Medical, Dental & Nursing Services
* Legal and Chaplaincy Service
* Bands
* Provost and Personnel Security Services
* Ceremonials
* Service Funds and Community Support
* Dress Policy
* RAF News

The Command included 5 Support Units of the Defence Logistics Organisation, 8 RAF stations, 14 units dedicated to the Air Cadets and University Air Squadrons, three centres specialising in outdoor activities and no less than 27 gliding schools. PTC’s own Stations were:

Amport House, Andover, Hampshire;
RAF Brampton/Wyton/Henlow, Huntingdon, Cambridgeshire;
JSU Corsham, Wilts;
RAF Cosford, Wolverhampton;
the Royal Air Force College Cranwell, Sleaford, Lincolnshire
RAF Digby, Lincoln;
RAF Halton, Aylesbury, Buckinghamshire;
Headley Court, Epsom, Surrey;
RAF Innsworth, Gloucester;
RAF Linton-on-Ouse, York;
RAF Scampton, Lincs;
RAF Sealand, Deeside, Flintshire;
RAF Shawbury, Shrewsbury;
RAF St Athan, Barry, South Glamorgan;
RAF Uxbridge, Middlesex;
RAF Valley, Anglesey;
RAF Woodvale, Formby, Liverpool.

Personnel and Training Command (PTC) was merged with Strike Command to form Air Command on 1 April 2007. At the time of merger, the Command had a strength of 11,000 RAF personnel 2,000 contractors and 4,000 civilians.
